PUBLIC SAFETY OFFICERS' BENEFITS PROGRAM To provide a $146,949 death benefit to the eligible survivors of Federal, State or local public safety officers whose death is the direct and proximate result of a personal (traumatic) injury sustained in the line of duty. Beginning on October 1, 1988, and on each October 1st thereafter, the benefit is adjusted by the percentage of change in the Consumer Price Index during the previous year. Effective November 29, 1990, the Act also provides the same benefit to a public safety officer who has been permanently and totally disabled as the direct result of a catastrophic personal injury sustained in the line of duty. The injury must permanently prevent the officer from performing any gainful work. PUBLIC SAFETY OFFICERS' EDUCATIONAL ASSISTANCE The PSOEA Program, an expansion of the Federal Law Enforcement Dependents Assistance (FLEDA) Program, provides financial assistance for higher education to the spouses and children of public safety officers killed in line of duty deaths or who received permanent and totally disabling injuries that occurred on or after October 1, 1997. The FLEDA Act makes program benefits available retroactively to families of Federal law enforcement officers killed in the line of duty on or after May 1, 1992. The effective date for families of permanently and totally disabled Federal law enforcement officers is October 3, 1996. PUBLIC SAFETY PARTNERSHIP AND COMMUNITY POLICING GRANTS Grants are to be made to increase police presence, to improve cooperative efforts between law enforcement agencies and members of the community, to expand community policing efforts through the use of technology and other innovative strategies, to address crime and disorder problems, and to otherwise enhance public safety. REDUCTION AND PREVENTION OF CHILDREN'S EXPOSURE TO VIOLENCE To develop a demonstration initiative to prevent and reduce the impact of family and community violence on young children (primarily from birth to six years of age) by helping communities to expand existing partnerships between service providers (such as law enforcement, mental health, health, early childhood education and others) to create a comprehensive service delivery system. SCAMS TARGETING THE ELDERLY To reduce the incidence of fraud and abuse against the elderly through training and technical assistance programs, demonstration sites, public awareness initiatives, and reporting of fraud to the National Fraud Information Center. STATE AND LOCAL ANTI-TERRORISM TRAINING To provide delivery of specialized, multiagency anti- terrorism preparedness training. This training, along with related research, law enforcement intelligence, operational issues development, and technical assistance support activities, is delivered to State and local law enforcement and prosecution authorities. While State and local law enforcement preparation and readiness issues addressed in this project are tailored to interventions in domestic terrorism, major portions of the program's preparedness and operational readiness outcomes are equally applicable to any terrorist threat or incident whether domestically or internationally inspired. TITLE V DELINQUENCY PREVENTION PROGRAM To increase the capacity of State and local governments to support the development of more effective prevention, programs to improve the juvenile justice system through risk and protective factor focused programming approach. TROOPS TO COPS Troops to COPS grants are designed to encourage the hiring of recently separated members of the armed forces to serve as law enforcement officers. Grants are to be used by law enforcement agencies for expenses associated with the hiring of new police recruits. VIOLENCE AGAINST WOMEN DISCRETIONARY GRANTS FOR INDIAN TRIBAL GOVERNMENTS To assist Indian tribal governments to develop and strengthen effective law enforcement and prosecution strategies to combat violent crimes against women, and to develop and strengthen victim services in cases involving crimes against women. VIOLENCE AGAINST WOMEN FORMULA GRANTS To assist States, Indian tribal governments, and units of local government to develop and strengthen effective law enforcement and prosecution strategies to combat violent crimes against women, and to develop and strengthen victim services in cases involving crimes against women. BULLETPROOF VEST PARTNERSHIP PROGRAM To protect the lives of law enforcement officers by helping State, local, and tribal law enforcement agencies provide officers with armored vests. BYRNE FORMULA GRANT PROGRAM To reduce and prevent illegal drug activity, crime, and violence and to improve the functioning of the criminal justice system. CLOSED-CIRCUIT TELEVISING OF CHILD VICTIMS OF ABUSE To provide equipment and personnel training for the closed-circuit televising and videotaping of the testimony of children in criminal proceedings for the violation of laws relating to the abuse of children. COMBINED DNA INDEX SYSTEM To develop or improve forensic DNA analysis capabilities in State and local crime laboratories. The Combined DNA index Systems (CODIS) allows State and local crime laboratories to store and match DNA records. CORRECTIONAL GRANT PROGRAM FOR INDIAN TRIBES To assist Indian tribes with the construction of jails on tribal lands for the incarceration of offenders subject to tribal jurisdiction. CORRECTIONS AND LAW ENFORCEMENT FAMILY SUPPORT To research the effects of stress on law enforcement and correctional personnel and their families and disseminate the findings; identify and evaluate model programs that provide support services to law enforcement and correctional personnel and families; provide technical assistance and training programs to develop stress-reduction and family support programs to State and local law enforcement and correctional agencies; collect and disseminate information regarding family support, stress-reduction, and psychological services to State and local law enforcement and correctional organizations and other interested parties; determine issues to be researched by the Department of Justice and grant recipients. CORRECTIONS RESEARCH AND EVALUATION AND POLICY FORMULATION To conduct, encourage, and coordinate research relating to corrections including the causes, prevention, diagnosis, and treatment of criminal offenders. To conduct evaluation programs which study the effectiveness of new approaches, techniques, systems, programs, and devices employed to improve the corrections system. CORRECTIONS TRAINING AND STAFF DEVELOPMENT To devise and conduct in various geographical locations, seminars, workshops, and training programs for law enforcement officers, judges and judicial personnel, probation and parole personnel, correctional personnel, welfare workers and other personnel, including lay ex-offenders and paraprofessionals, connected with the treatment and rehabilitation of criminal and juvenile offenders. To develop technical training teams to aid in the development of seminars, workshops, and training programs within the several States and with the State and local agencies which work with prisoners, parolees, probationers, and other offenders. COUNTY AND MUNICIPAL AGENCY DOMESTIC PREPAREDNESS EQUIPMENT SUPPORT PROGRAM To equip and prepare municipal fire and emergency first responders for Weapons of Mass Destruction (WMD) domestic terrorist attacks including nuclear, biological, and chemical warfare and other explosive incidents. CRIME VICTIM ASSISTANCE The first $10,000,000 deposited in the fund shall be available for grants under Section 1404A. Of the remaining amount deposited in the fund in a particular year, 48.5 percent shall be available for grants under 1404 (a). Three percent shall be available for grants under 1404 (c). Under Section 1404B, the OVC Director may make supplemental grants to States for providing compensation and assistance to residents, who while outside of the U.S. become victim of a terrorist act or mass violence; eligible State compensation and assistance programs to provide emergency relief, including crisis assistance, training, technical assistance for the benefit of victims of terrorist acts or mass violence occurring within the U.S.; and to U.S. Attorney's Offices for use in coordination with State victim compensation and assistance efforts in providing services to victims of terrorist acts or mass violence occurring within the U.S. Under Section 1402 the Director of OVC may retain funds in an emergency reserve fund in excess of 110 percent of the total amount deposited in the Crime Victims Fund during the preceding fiscal year, up to $50 million to supplement the above grants and to supplement victim compensation and assistance programs in years the Fund decreases and additional monies are needed to support State programs. A primary purpose of this program is to stimulate State participation and support for victim services programs and promote victim cooperation with law enforcement, in addition to the direct benefit to crime victims with Federal assistance monies. CRIME VICTIM COMPENSATION The first $10,000,000 deposited into the fund shall be available for grants under Section 1404A. Of the remaining amount deposited into the fund in a particular fiscal year, 48.5 percent shall be available for grants under Section 1403 Crime Victim Compensation Formula Grants. CRIMINAL JUSTICE RESEARCH AND DEVELOPMENT_GRADUATE RESEARCH FELLOWSHIPS To improve the quality and quantity of knowledge about crime and the criminal justice system, while, at the same time, helping to increase the number of persons who are qualified to teach in collegiate criminal justice programs, to conduct research related to criminal justice issues, and to perform more effectively within the criminal justice system. DOMESTIC VIOLENCE VICTIMS' CIVIL LEGAL ASSISTANCE PROGRAM The primary purpose of the Domestic Violence Victims' Civil Legal Assistance Discretionary Grant Program (hereafter referred to as the Program) is to strengthen direct civil legal assistance available to domestic violence victims. It provides Federal financial assistance to law schools and nonprofit organizations, either public or private, that support or provide direct civil legal services to domestic violence victims. The goal is to develop innovative, collaborative programs within the civil legal system that strengthen battered women's ability to secure a safe life and home for themselves and their children, if any. DRUG COURT DISCRETIONARY GRANT PROGRAM To support the establishment and development of drug courts. The FY 2000 Drug Court Grant Program is responsive to, and supportive of, developments in the field. As a result, the DCPO announces the availability of implementation and enhancement grants. Implementation grants are available for up to $500,000 for up to 3 years. There are separate categories this year for communities applying to implement an adult drug court and a juvenile drug court. Enhancement grants are available for up to $300,000 for up to 2 years. There are separate categories for single drug court enhancement and statewide enhancements. Lastly, DCPO has a special interest in encouraging communities to develop drug courts that give special attention to alcohol problems in addition to drugs, for example, driving under the influence (DUI) or driving while intoxicated (DWI) drug courts. DRUG-FREE COMMUNITIES SUPPORT PROGRAM GRANTS To increase the capacity of community coalitions to reduce substance abuse, and over time, to reduce substance abuse among adults through strengthening collaboration among communities, public, and private entities. To disseminate state-of-the-art information on practices and initiatives that have proven to be effective in reducing substance abuse among youth. EMERGENCY FEDERAL LAW ENFORCEMENT ASSISTANCE To provide necessary assistance to a State government in order to provide an adequate response to an uncommon situation which requires law enforcement, which is or threatens to become of serious or epidemic proportions, and with respect to which State and local resources are inadequate to protect the lives and property of citizens, or to enforce the criminal law. ENFORCING UNDERAGE DRINKING LAWS PROGRAM To support and enhance efforts by States, in cooperation with local jurisdictions, to enforce underage drinking by prohibiting the sale of alcoholic beverages, or the consumption of alcoholic beverages by minors.
